Should the Democrats use reconciliation to pass health care reform?
THE ISSUE
ABC News reports that President Obama today will launch his final push to get a health care reform bill passed and will indicate that he is willing to work with Republicans on some issues. But the president will suggest that if it becomes necessary, Democrats will use the controversial "reconciliation" rules to send a bill to his desk.
The Senate passed a bill with 60 votes in December, 2009. The House bill was passed in November by a vote of 220-215. The next legislative step is for a reconciled bill to be voted on in both chambers, or either chamber could pass the other's bill as-is. By using reconciliation, Democrats could pass the legislation with a simple majority of 51 votes, and avoid a filibuster by Republican members of Congress.
